1) PIES FROM THE SKY - CLIMATE ACTIVISTS VISIT
POST-KYOTO CONFERENCE

People from "Pie in the Sky" walked into a second London high-profile
emissions trading conference on March 5, distributing leaflets, having
impassioned discussions with various delegates and declaring the whole
event a profiteering charade that also wouldn't make a significant dent
in carbon emissions. One person was forcibly ejected by security, while
others stuck around for a brief chat.
The conference made no bones about its sense of priorities, seeing as
it was called "Profiting from Opportunities Presented by the Kyoto Mechanisms,"
and featuring the quote "Position yourself to grasp the outstanding opportunities
offered to business and finance by the Kyoto Protocol."

2) CRITICAL MASSACRE IN MINNEAPOLIS

headline]
A Critical Mass bike ride in Minneapolis, Minnesota, turned into a show
of police violence on Friday, March 29, when at least five squad cars descended
on the 75 or so bicycle riders. Police confiscated 30 to 40 bikes, which
they heaped onto a waiting flatbed truck. They beat and pepper sprayed
many riders, sending two of them to the hospital, and arrested at least
ten.
On Tuesday, April 2, over 30 people met with the Mayor of Minneapolis
and demanded, among other things, an end to police brutality, return of
confiscated bikes, the dropping of charges against cyclists, and compensation
for hospital bills and damaged bikes. We hope that the mayor and city council
are able to rein Minneapolis police in.

3) SECOND LEVEL FOR MEXICO CITY MOTORWAYS TO
SORT OUT JAMS

Believe it or not Mexico City's new chief of government has proposed
the construction of a second level for two of the major most congested
big avenues in the world's most polluted and chaotic city.
According to the mayor, Andrés Manuel López Obrador, the
construction of a second level to the Avenidas Periferico and Viaducto
will solve the traffic jams and will reduce air pollution, because "the
cars will go faster, so they will burn less petrol." This will cost the
city 8,000 million pesos (aproximately US$8 million).
Unmentioned is the danger to the motorists themselves in the event of
an earthquake. As was demonstrated by the 1989 collapse of the Bay Bridge
in San Francisco, California, and an adjacent double-decker freeway, building
"up" in a seismically active zone merely increases the risk of instant
death. Mexico City was devasted by an earthquake in 1985 that killed tens
of thousands. That was without elevated highways!
Many Mexican ecologist groups had questioned this project with numbers:
the 42 millons of litres of petrol burned daily in Mexico City produce
2,100,000 tons per year of toxic emissions. With the second level's increase
of speed the emissions could be reduced to 5,292 ton/year, which does not
justify a expenditure that could provide almost a bike to every inhabitant
of the city, or that could be best invested in improve the city's chaotic
public transport system.

4) MAJOR U.S. BICYCLE ACTIVIST KILLED IN TRAFFIC

Susie Stevens, an alternative transport activist based in Seattle, was
run over and killed by a bus while crossing a street in downtown St. Louis,
Missouri. It happened in the morning of March 21. She was 36 years old.
Stephens was famous around the country as one of the top leaders of the
movement.
She was both one of the most hard-working and competent people you'd
ever want to work with, and one of the most fun. She often would get crowds
singing in unison to the tune of civil rights songs with new bicycle-oriented
words. Susie was a founder and former Managing Director of the Thunderhead
Alliance (national coalition of bicycle organisations) and also served
as Executive Director of the Bicycle Alliance of Washington.
Chris Morfas, executive director of the California Bicycling Coalition,
said in a phone interview that Stephens "had a remarkable vision for a
world in which people who want to walk or ride a bicycle can do so in safety."
"Susie was one of the most passionate people I know, and her passion
carried over to others," said Amy Carlson, a founding member of the Bicycle
Alliance.
Susie's family is planning a memorial service for May, in Winthrop,
WA. The Bicycle Alliance of Washington has planned a wake in Seattle. For

5) COLLAPSE OF ANTARCTIC ICE SHELF

During a five-week period in February and March, a piece of the Larsen
B-22 Ice Shelf with a surface area of 3,000 square kilometres dramatically
splintered into a plume of drifting icebergs. Although the ice shelf has
persisted through 12,000 years of climate changes, scientists hesitate
to say whether the collapse was due to human-induced climate change. Even
so, the event should serve as another wake up call.
6) TWO STEPS TOWARDS A CAR-FREE CHICAGO

An eight-lane superhighway in Chicago will be closed to automobile traffic
for a day on June 9 for the "Ride the Drive" bicycle ride. The complete
closure of Lake Shore Drive will not happen in the foreseeable future,
but this serves as an important first step. The highway is stupidly located
in a beatiful area next to a lake, as there is a parallel highway only
about a mile away. Planners have proposed re-routing traffic, but this
far no action has been taken.
"While Chicagoans enjoy a shoreline free of the usual noise, dangers
and pollution posed by automobile traffic on June 9," said Michael Burton,
secretary of the Camapign for a Free and Clear Lakefront,"Riders will no
doubt realize how tragic it is to violate our beautiful shoreline with
an eight-lane superhighway the other 364 days of the year."
Another step for Car-Free Chicago was called by the local Critical Mass
group, who staged pro-bicycle/anti-car message booth at last weekend's
Subaru (!?) "BIKE" Show, held at Chicago's monument to excessive tourism,
Navy Pier. The action was very well received by everyone but the sponsors.

1) "END OF THE ROAD" GATHERING TAKES ON U.K.
ROAD BUILDING

Direct Action Gathering to build resistance to the new roads programme
and the corporate dominance it fuels, April 19-21, Nottingham, UK. This
gathering is being organised to provide a forum for those interested in
a direct action response to the resurrection of Britain's road building
programme. The previous roads programme became the front-line for radical
ecological resistance, and opposition to capitalist expansion. Now it's
time to learn from past struggles and go on.

Belgrade have gathered to set up an info shop [we don't have info shops
here], very seriously planning to develop that idea into something like
a meeting point for all kinds of activism, for all groups and individuals.
It's gonna be a house with two rooms and kitchen/cafe. One room will be
a library and info shop, another we will use for meetings, workshops, video
projections, discussions, places for sleeping for people from other places,
etc. The house will be in the centre of the town so it will be very practical,
also useful, we hope so... So what we need from you, if you want to support

be held in Milan, and a Critical Mass will ride from Bulk BSO (where a

bike lanes (and to promote Italian ones still existing...).

Le 5 mars, des gens de "Pie in the sky" [Tarte dans le ciel] sont allés
à la deuxième conférence de haut niveau sur le commerce
des émissions [de gaz à effet de serre], à Londres.
Tout en distribuant des tracts, ils y ont eu des discussions passionnées
avec divers délégués. Ils y ont souligné que
cet événement était une mascarade qui ne ferait pas
faire un seul petit pas vers la réduction des émissions de
carbone. Une personne a été éjectée de force
par les services de sécurité, tandis que d'autres purent
y rester et continuer à discuter. La conférence n'a pas caché
ses priorités, dans le sens de "Profiter des opportunités
présentées par les mécanismes de Kyoto" et "Se positionner
pour saisir les opportunités extraordinaires offertes par le Protocole

2) MASSACRE CRITIQUE A MINNEAPOLIS

Une masse critique à vélo à Minneapolis, dans le
Minnesota, a été l'occasion d'une démonstration de
violence policière le vendredi 29 mars dernier. Au moins cinq voiture
de police se sont rué sur les 75 cyclistes. La police a confisqué
30 à 40 vélos et les a entassés sur le plateau d'un
camion qui n'attendait que ça. Elle a battu de nombreux cyclistes
et les a généreusement traités aux gaz lacrymogènes.
Deux cyclistes se sont retrouvés à l'hôpital, et dix
autres au moins ont été arrêtés. Le mardi 2
avril, plus de 30 personnes sont allées trouver le maire de Minneapolis
et lui ont demandé, entre autres choses, de mettre fin aux brutalités
policières, de rendre les vélos confisqués, d'abandonner
les charges contre les cyclistes, et de rembourser les frais d'hôpital
des personnes blessées et les frais encourus par les cyclistes dont
les vélos ont été endommagés par la police.
Nous espérons que le Maire et le Conseil municipal seront capables

3) DEUXIEME NIVEAU SUR LES ROUTES POUR AUTOMOBILES
DE MEXICO POUR REDUIRE LES EMBOUTEILLAGES

Croyez-le ou non, mais le nouveau chef du gouvernement de Mexico City
a proposé la construction d'un deuxième niveau sur deux des
principales avenues les plus embouteillées de cette ville, la plus
polluée et chaotique du monde ! Si l'on en croit le Maire, Andrés
Manuel López Obrador, un second niveau sur les Avenues Periferico
et Viaducto va résoudre les problèmes de congestion et diminuer
la pollution parce que "les voitures vont aller plus vite et donc consommer
moins d'essence". Ca va coûter à la ville 8.000 millions de
pesos (environ 8 millions de dollars). Aucune mention du danger encouru
par les automobilistes eux-mêmes en cas de tremblement de terre.
Comme l'a démontré l'effondrement du pont de la baie de San
Francisco en Californie et celui d'une route adjacente à deux étages,
construire en hauteur dans une zone en activité sismique n fait
qu'augmenter les risques de mort instantanée. En 1985, Mexico a
été dévastée par un tremblement de terre qui
a tué des dizaines de milliers de personnes. Sans grand routes surélevées
! De nombreux groupes écolos mexicains ont mis ce projet en question
en avançant des chiffres : les 42 millions de litres d'essence consommés
chaque jour à Mexico produisent 2.100.000 tonnes d'émissions
toxiques par an. Avec l'augmentation de vitesse permise par le second niveau,
les émissions pourraient être réduites à 5.292
tonnes par an, mais cela ne justifie pas la dépense d'un argent
qui pourrait fournir un vélo à quasiment chaque habitant
de la ville, ou qui pourrait servir à améliorer sensiblement
son système chaotique de transports en commun. Le groupe mexicain

4) UNE GRANDE MILITANTE PRO VELO AMERICAINE TUEE DANS LE TRAFIC

de cyclistes quotidiens américains]
Susie Stevens, une militante pour les transports "alternatifs" [à
la voiture] habitant Seattle a été écrasée
et tuée par un bus alors qu'elle traversait une rue dans le centre
de St. Louis, dans le Missouri. C'est arrivé dans la matinée
du 21 mars. Elle avait 36 ans. Elle était connue dans tout le pays
comme l'une des grands meneurs du mouvement. Elle était à
la fois une des personnes les plus amusantes et les plus compétentes
et travailleuses avec laquelle on ait voulu travailler. Elle a fondé
et dirigé la Thunderhead Alliance (fédération nationale
des organisations de cyclistes), et a aussi été Directeur
exécutif de la Ligue cycliste de Washington. Chris Morfas, directeur
de la Ligue cycliste californienne, a déclaré dans une entrevue
téléphonique que Susie Stephens "avait une vision remarquable
d'un monde où les gens qui veulent se déplacer à pied
ou à vélo puissent le faire en toute sécurité".
"Susie était une des personnes les plus passionnées que j'aie
connues, et elle communiquait sa passion aux autres", dit Amy Carlson,
un membre fondateur de la Fédération cycliste. La famille
de Susie prépare pour mai une cérémonie de commémoration
à Winthrop, dans l'Etat de Washington. La Ligue cycliste de Washington

5) DEBACLE DE LA CALOTTE GLACIERE ANTARCTIQUE

En février et mars derniers, sur une période de cinq semaines,
une partie de la banquise Larsen B-22, d'une étendue de 3.000 km
carrés, s'est considérablement dissociée en un grand
nombre d'icebergs à la dérive. Elle avait résisté
à 12.000 années de changements climatiques, mais les scientifiques
hésitent à affirmer que la débâcle est due à
un changement climatique provoqué par l'homme. N'empêche,
ce fait devrait nous interpeller.
6) DEUX PAS EN AVANT VERS UN CHICAGO SANS VOITURES

A l'occasion de la randonnée à vélo "Ride the Drive"
à Chicago, une grand route à 8 bandes sera fermée
au trafic automobile durant toute la journée du 9 juin. La fermeture
complète et définitive du Lake Shore Drive [route automobile
en bordure de lac] n'est pas pour bientôt, mais ceci est quand même
un pas en avant. Cette grand route est bêtement installée
dans un beau site près d'un lac, alors qu'il y a une autre grand
route parallèle à seulement 1 km 1/2 de là. Des urbanistes
ont proposé de rediriger le trafic vers cette dernière, mais
à ce jour aucune action n'a été entreprise en ce sens.
"Le 9 juin, non seulement les habitants de Chicago apprécieront
des rivages sans le bruit habituel, sans les dangers et la pollution causés
par le trafic automobile," a dit Michael Burton, secrétaire du Mouvement
pour des bords de lac propres et libres d'accès, "mais en outre
les randonneurs vont, à n'en pas douter, se rendre compte combien
il est stupide de violer ce merveilleux endroit par une super route à
8 bandes les 364 autres jours de l'année". Un autre pas en avant
a été effectué grâce à l'action d'un
groupe de Masse critique [cycliste] qui a tenu un stand pro-vélo/anti-bagnole
au Subaru "BIKE" Show l'avant-dernier WE au Navy Pier, temple du tourisme
forcené. Leur action a été bien accueillie par tous,

RASSEMBLEMENTS EN PERSPECTIVE
1) LE RASSEMBLEMENT "END OF THE ROAD" S'EN PREND
A LA CONSTRUCTION DES ROUTES BRITANNIQUES
[proposé par Earth First! Manchester et d'autres]
Du 19 au 21 avril à Nottingham en Angleterre : Rassemblement
d'action directe pour organiser la résistance aux projets de construction
de nouvelles routes et à la domination des entreprises qu'ils favorisent.
Ce rassemblement sera l'occasion d'un grand forum pour tous ceux qui veulent
réagir activement à la résurrection des projets britanniques
de constructions de routes. C'est sur le front de la lutte contre les projets
précédents que la résistance écologiste radicale
et l'opposition à l'expansion capitaliste s'étaient mobilisées.
Il est temps maintenant de tirer les leçons des expériences
passées, et d'aller de l'avant. Vendredi : Accueil, repas, et réunion
préliminaire. Samedi : Rapport sur les projets de routes actuels
et leurs liens avec les entreprises. Mise au point de la riposte - stratégie
et tactique. Dimanche : rien de formel, mais ceux qui le souhaitent auront
l'occasion de pousser plus avant les travaux de la veille. Le vendredi

Salut à tous ! Voici des nouvelles du ghetto serbe : quelques
personnes de Belgrade se sont unies pour mettre sur pied une boutique d'info
(on n'a pas de boutiques d'info ici). Sérieusement, on veut en faire
un lieu de rencontre pour toutes sortes de militants, en groupe et individuels.
Ce sera un logement avec deux pièces plus une cuisine-café-resto.
Dans une pièce, il y aura une bibliothèque et la boutique
d'info. Nous utiliserons l'autre pour des réunions, des ateliers,
des projections vidéo, des discussions, pour y laisser dormir les
gens venus d'ailleurs, etc. Elle sera située au centre de la ville,
ce qui sera très pratique, et, on l'espère, très utile.

aura lieu à Milan un meeting, et une Masse critique ira de Bulk
BSO (où un atelier vélo est en construction) vers le quartier
Chinatown de Milan pour défendre les pistes cyclables Chine (et
pour promouvoir les celles qui subsistent en Italie ...).
