PROPOSAL (SC internal decision): To make it clear when someone is making a proposal to the SC, the person proposing it should write it with the exact language, clearly and concisely, something like this:

"PROPOSAL: The WCN steering committee proposes to the 2007 AGM: 'World Carfree Network member organisations are free to write letters (for example, to officials or to the press) in the name of World Carfree Network, without requiring permission from anyone, given that the content is consistent with the network's charter. Copies of such letters should however be sent to a member of the steering committee afterward.' DEADLINE FOR SC COMMENT: [date]" It's important that the proposal state whether it's something that the SC can just decide (internal decision), or whether it is a proposal from the SC to the next AGM, etc. There also needs to be a deadline for SC comment on the agenda item, as we've decided before, so that we know when a decision has been reached. Since sometimes the SC discussion ends up changing the proposal, at the end of the deadline the facilitator (which as we've decided can be the person introducing the agenda item or the back-up facilitator) should restate: "DECISION: [final text]."
