Comments: I submitted a letter of inquiry for the ICC (to build funding sources without geographic restrictions). I basically asked for support of administrative costs associated with plans (hopes, actually) to expand the services of the ICC to the global network. I received a prompt confirmation of receipt, but have not yet received an answer. The person in charge of the environmental programme applications is Desmond (Christi).

Comments: I submitted a letter of inquiry for the ICC (to build funding sources without geographic restrictions). I basically asked for support of administrative costs associated with plans (hopes, actually) to expand the services of the ICC to the global network. I received a prompt confirmation of receipt. About 2 months later, I received a rejection letter; however, they were responsive to a request for additional input:
"We filter all the projects to a point where proposals that do come through to the 'application stage' usually relate to subjects which programme officers have a degree of experience in dealing with and somehow compliment other running
They suggested that we resubmit in the beginning of 2008, because apparently there are fewer applications in the pool at the beginning of the year. They are responsive and helpful (Christi).

Comments: This is more of a contest than a grant. Those who make it pass the first round receive special training, and the top social ventures in each region receive a reward of $10,000 USD for the project and ongoing consulting support from NESsT. WCNE applied for Carbusters support in May 2007. The application was straightforward, and the NESsT staff was responsive and helpful. We received a prompt answer that we had advanced to the second round. The different stages of the process are useful for analysing organisational sustainability, strategic plans, etc. Organisations with projects that could be used to generate funding will find the processes useful even if the application is ultimately rejected. WCNE is still in the competition process for Carbusters. This organisation funds social ventures in Latin America and Central Eastern Europe only (Christi).

Carfree relevance: There is no specific carfree relevance. NESsT does not fund projects in a specific social area but invests in projects termed "social ventures." A social venture is a project by an NGO that contributes to the organisation's mission but also operates like a business and uses the funds generated to invest in the organisation's programme. For example, Carbusters Magazine would be considered a social venture of WCNE.

Description: Grants for major projects on policy, markets, economics and public opinion concerning energy security in Europe. There is a major section on Transport and Energy under the STEER section of the programme. There are mid-size (40,000 Euro) grants for conferences, however we have not been successful with funding TCFC under this programme so far. There are much larger grants (generally 500,000 to 4 million Euros) for projects involving market incentives, policy mechanisms and public awareness, almost anything EXCEPT technology development and research. Proposals require a large consortium including state actors, business sector and only sometimes NGOs. Deadlines are generally in January (for conferences) and March (for large projects).

Carfree relevance: Good. The focus in STEER is on mode shift to more efficient transport, on promoting renewable energy transport and on climate change prevention in the transport sector.

We want to create the ultimate topic-specific, carfree fundraising resource and a forum for feedback on fundraising for carfree causes. WCN member groups can use this list of grantmakers, add their comments and add new entries. The goal is to provide a very specific fundraising resource for World Carfree Network groups and projects. Most fundraising lists out there today are too general or else too specific on the wrong topic. A general environmental fundraising list is somewhat helpful but it will often leave out funders like the European YOUTH Programme, which are not overtly environmental but fund us anyway. Also, because this page is restricted to WCN member groups, we can also include here some fairly candid comments about unresponsive and irresponsible funders, as useful warnings to one another. Please help to make it better and follow the instructions below.

Description: This is one of the largest British Foundations. The only fund projects which are primarily British but they are very interested in climate change and actually mention alternative transport. Grants range from 20,000 Euros to several hundred thousand Euros. Many grants are given to support a specific staff person at a nonprofit organisation, rather than a project only. If you want to apply for a grant of more than 100,000 Euros, you should call and discuss the application with them cooperatively. For environment-orriented applications the number to call is: 020 7297 4722

But their environment issues seem particularly focussed on climate change and they do mention transport as a major issue, although there is a rumour that this mainly means they interested in curbing air traffic, so be careful.

Description: This DG of the Commission gives major grants (around $200,000) for European network environmental organizations (up to 70 percent of annual budget, if no other EC grants are received). Applicants must be a Europe-wide network with two years of audits or a newly founded Europe-wide network with established members in at least three countries (all of which must have at least two years of audits). The deadline varies, but is generally in September or October.

Comments: This grant is open to European networks with official members in at least 3 EU states. The application is long and takes several months to prepare. The NGO desk officer at DG Environment is helpful but is also very busy. The 2007 application process was severely delayed; however, we did submit a proposal at the end of February. A timing issue may force us to accept the Youth core grant before we know about the decision on this grant (see ICC meeting notes from 18-April-2007). When we receive comments on our proposal, we will post them here for your reference.

'''Title: European Commission "Youth in Action" Programme

Description: This is the successor of the YOUTH Programme (2000-2006) and is run by the Commission's DG Education & Culture. The programme funds projects aimed at youth ages 13-30 (this is a change from the YOUTH Programme, for which the maximum age was 25). There is a heavy focus on exchange, nonformal education and inclusion of youth with fewer opportunities. In addition to operating grants for European wide youth networks, the new programme funds projects in the following areas: exchanges and youth initiatives promoting participatory citizenship among European youth (Action 1); European Voluntary Service (Action 2); projects promoting cross-border cooperation among European youth and youth from EU Partner Countries (Action 3); projects promoting the development of exchange, training and information schemes and projects facilitating cooperation between youth and European policymakers working on youth-specific policy (Action 5). There are 2 types of projects, national-level and European-level. For national-level projects, application deadlines are: 1 February, 1 April, 1 June, 1 September and 1 November. For European-level projects, application deadlines are: 1 February, 1 June and 1 September. The appropriate deadline is based on the starting date of the project: national level projects must begin no sooner than 3 months after the application deadline and no later than 8 months after it; European-level projects must begin no sooner than 5 months after the application deadline and no later than 10 months after it. The administrative operating grant application deadline is generally in December. It is a good idea to read the programme guide thoroughly, at least the portion relating to your project area, before submitting an application. The programme guide and application forms can be found here: http://ec.europa.eu/youth/yia/index_en.html

Carfree relevance: There is little specific carfree relevance. They are looking for projects that promote participatory citizenship among European youth, especially providing nonformal education, cross-border exchange and inclusion of youth with fewer opportunities. Under the predecessor programme (YOUTH, 2000-2006), this worked because alternative/sustainable transport issues are very important to youth and many WCNE member groups are largely youth-based.

Description: A programme of the Council of Europe, EYF gives grants for youth initiatives (events and information campaigns with active youth participation), youth exchanges and youth meetings. Participants must be frome the CoE countries. Deadlines Oct. 1 and April 1. Easy online application.

Carfree relevance: Like YOUTH Programme, little direct relevance but it seems to work anyway.

to:

Description: A programme of the Council of Europe, EYF gives grants in 4 categories: youth exchange meetings (Category A); youth publications, information campaigns or research projects (Category B); administrative grants (Category C) and pilot projects (Category D). Participants must be from the CoE countries and between the ages of 15 and 30. Application deadlines are 1 October and 1 April for Categories A, B and D. Projects must start no sooner than 9 months after the application deadline and can last for a maximum of 6 months. The application deadline for Category C grants is 1 February, and only organisations receiving a project grant in the same year are eligible to apply for the administrative grant.

Carfree relevance: Similar to the "Youth in Action" programme, the interest in our projects is generally related to the youth focus of the projects rather than the carfree focus. Again, it helps to emphasise the importance of the issue to youth and to have projects that involve mostly young people.

Changed lines 204-206 from:

Comments: Organisations that receive a project grant, can apply for an administrative grant for the same year in which the project grant will be received. The administrative grant is done based on a formula applied to the expenditure from the previous year, as is generally allocated to any eligible organisation who completes the online application correctly by the deadline. WCNE received a project grant for the Tabor meeting and an administrative grant in 2006. EYF is funding the youth exchange in Istanbul in September, and an administrative grant has also been awarded for 2007. The application and reporting processes are fairly simple, and staff are relatively responsive.

WCNE received a project grant for the Tabor meeting and an administrative grant in 2006. Either type of grant should be mainly for a Czech project. This is the one time when cross border participation is not a plus. The focus is definitely on the development of nonprofits, more than supporting their core work.

I basically asked for support of administrative costs associated with plans (hopes, actually) to expand the services of the ICC to the global network. I received a prompt confirmation of receipt, but have not yet received an answer. The person in charge of the environmental programme applications is Desmond (Christi).

Comments: These guys have one of the most nicely organised websites I have ever seen in the grant world. They get right to the point and don't hide their "how to apply" section as most do (with perhaps a perverse feeling that if they make you work and search they will ensure better applicants). I submitted an applicaiton in the spring of 2006 for the Autoholics Anonymous project. They wrote back suggesting that the application be moved to their fall cycle. We agreed and we have not received the reply yet but the very fact that they discussed this with us means that they are reasonably responsive (Arie). The AA grant was approved in late 2006 and received in early 2007.

Carfree relevance: There is no specific carfree relevance. NESsT does not fund projects in a specific social area but invests in projects termed "social ventures." A social venture is by an NGO which contributes to the the organisation's mission but also operates like a business and uses the funds generated to invest in the organisation's programme. For example, Carbusters Magazine would be considered a social venture of WCNE. This is more of a contest than a grant. Those who make it pass the first round receive special training and the top 3 social ventures in each region receive a reward of $10,000 USD for the project and ongoing consulting support from NESsT. WCNE applied for Carbusters support in May 2007. The application was straight forward and the NESsT staff were responsive and helpful.

A timing issue may force us to accept the Youth core grant before we know about the decision on this grant (see ICC meeting notes from 18-April-2007). Title: NROS - Foundation for the Development of Civil Society

This is the Czech foundation which manages block grants from the Norwegian and EEA Financial Instruments. These grants focus on human rights (anti-racism), youth and education and environment. All information on the server is in Czech. Smaller grants (under 50,000 Euros) have to be applied for in Czech. Larger grants (over 150,000 Euros) have to be applied for in English. Either type of grant should be mainly for a Czech project. This is the one time when cross border participation is not a plus. The focus is definitely on the development of nonprofits, more than supporting their core work.

Carfree relevance: No particular relevance other than general environmental interests and they have always been open to WCN as an environmental and youth organisation and they know us at least by reputation in the Czech Republic.
